The people of American petition now that the irrigation water for the farmer's crops in the California central valley is immediately and permanently restored. Turn the water back on while screen boxes are being built for the minnows, to save everyone's jobs, the crops in California for this year, and one of the main food sources for fruits and vegetables for America. People need their jobs back now, America needs our food now.
The minnows will survive for as long as it takes for the boxes to be built. A SCREEN SYSTEM (screen boxes around the water pump lines) will prevent the minnows from getting sucked into the pump lines. If the only way to turn the water back on is to solve the environmental minnow issue, then big screen boxes placed out in front of the pumps where the water is being sucked into them would keep the minnows from ever getting in there. As long as the screen boxes are big enough, making them go far enough out from the water suction, then the minnows won't get hurt, either, from the pull of the flow of the water being taken into the pump lines. This screening method is used by many farmers while irrigating their crops from stocked fish ponds, and prevents small fish from entering the lines. Turn the water back on! There is no reason not to, this problem can be easily solved where all creatures can co-exist together, by making this screening system.
