Bankruptcy laws not voted on by the people

Let's up the salary range you can earn and be eligible for Chapter#7 bankruptcy which erases all current financial debt owed to the goverment in America.  It right now is different in state to state.  I say it should be the same in every state straight across.  Right now it is currently set at topping out at $56,000.00 in Oregon.  Stating if you have no job or make no more than that amount you can erase all debt.  If you are earning over that amount you are grouped into Chapter#13 with all other salary ranges including up to the millions such as Donald Trump.  Is that fair?  I ask you.
If you agree with me that Chapter#7 should be topping of at $100,000.00 and set at the same amount for every state and be a law that is governed by the U.S goverment and a law that can only be changed by appearing on the Presidential ballot for us, the people to vote on than sign my petition.
