Change Parking Meters to a Free Zone at a YMCA Organiztion in Jamestown, New York

The Jamestown YMCA has two hour metered parking costing 25 cents per 25 minutes of parking on digital meters.  This parking meters causes undue financial hardships for the 19 disabled residents; their visitors,their health care aides,  YMCA patrons, and other nearby businesses.  Often, these residents, visitors, aides, patrons, general public receive warnings, tickets increasing from $5.00 up over $25.00; and towing; for ticket infractions.  

Please make the YMCA a Parking Free Zone, with more than one loading and unloading space; and more than three front of building parking spaces that are two hour metered parking sites.  

Let the christian organization be a total free zone for all participants of their services, and all their disabled residents.
