Concerned Residents of Loudoun County

Slow down don't rush policies that limit our property rights without protecting our groundwater.



We, the undersigned stakeholders and residents of the Rt. 15 North corridor of Loudoun County, oppose the LIMESTONE OVERLAY DISTRICT (LOD) as written. We urge the Loudoun County Board of Supervisors to respect the property rights of stakeholders who live in and around the Rt. 15 North corridor of Western Loudoun County, some 14,000 acres. We also urge specific action to protect the long term quality, supply and affordability of drinking water as currently designated in the proposed LOD.


Local residents consistently express a desire for a community that preserves the unique existing character of the area. Acknowledging the underlying Karst Limestone geology, residents also recognize the critical need for improved protection of the drinking water supply, as well as the impact on the groundwater resources, Big-Spring Creek, the Potomac River, and the Chesapeake Bay.


The proposed amendments, embodied in the LOD, do not provide adequate protection for the quality of our water resources and therefore fail to achieve the stated goal of the proposal.


The proposed regulations are also unduly burdensome on residents. The LOD regulations place additional financial burdens and/or restrictions on residents for property improvements, like the addition of barns, pools, large landscaping, etc, as well as increased insurance costs. These limitations could significantly lower property values all without sufficiently protecting our groundwater.


As such, we, the undersigned stakeholders and residents of the Rt. 15 North corridor of Loudoun County, oppose the LIMESTONE OVERLAY DISTRICT (LOD) as written.
