Fort Hood should start unlawfully incarcerating convicted AWOL soldiers in the general population at
Fort Hood, Texas has a regular practice of incarcerating its prisoners (including soldiers convicted of political/non-violent offenses such as going AWOL or refusing to deploy to the wars in Iraq & Afghanistan) at the Bell County Jail, in Belton, Texas.
The Army is allowed to contract with civilian facilities to incarcerate its prisoners, but it is required by AR 190-47 to have military prisoners segregated from civilian prisoners.
The Bell County jail is not doing this. Fort Hood must either require that Bell County comply with AR 190-47 or move its prisoners to a facility that does follow the law.
