free the invisible hostages inside Israel

My husband has been prevented from leaving Israel for 2.5 years.  I have battled alone since then to help him, unearthing more terrible stories of dual and foreign nationals unable to leave Israel.  There is a terrible law allowing a person to be stopped from leaving by placing a no exit order in their local bailiff office, and making a one sided no exit order on that person.  It doesn't need to be true.  If proven untrue, it can be placed again and again.  In return for his freedom, he has to exchange his 'prison' by giving 3 guarantors the same order, and providing the bailiff with £100,000 to leave in child support.  In his case it amounts to his youngest being covered to the age of 44!  I have many cases of foreign nationals caught in this trap, and it is reported up to 20,000 children cannot leave israel until 18, due to no exit orders preventing them from travelling with one divorced parent to see their extended families.  No foreign office will get involved, as the loophole is that it is a 'domestic' incident.  Please help me to bring this shameful activity to light and save the life of my husband whos life is dwindling away.  I want to help him and also the many others unable to leave.  Americans, europeans and dual nationals.  All it takes is for a person with a grudge to place a no exit order for a spurious debt.  It can happen to you, me or anyone.  Help me to highlight this barbaric law, which is destroying lives.  I have lost my home, my business and all my money, and urgently need publicity and pressure.  If you know anyone who has had this experience, or feel that this might bring some pressure on Israel to start behaving humanely to their own citizens, and world citizens, then please sign my petition.  It might save my husbands life, and change the lives of others.
