Hosre and Buggy

I am starting this petition in order to help out all the people who cant afford the rising prices of gas. I am proposing that the government make it legal in all states for people  to use horse and buggies or horses alone as a means of transportation. This will benefit both people and and the environment due to less toxic gas fumes in the atmosphere.
I would like to thank you for your time and attention.
