OCS needs to do their job

Even though a 3 month old living in a violent, abusive household has been reported to OCS a number of times, they still have not removed the 3 month old baby from the home.  They told the mother that as long as she had diapers and stuff for the baby, he would not be removed.  The fact is the mother and father physically fought while the father was holding the baby, putting the baby in harms way.  What good is diapers or "stuff" going to do for the baby if he is brain damaged from being hit or dropped?
