Open fishing to Goliath Grouper

As any fisherman, diver, or educated person about these species know, the Goliath Grouper population has bounced back radically in the last decade. While this is a great sucess story, there are major repercussions  to this occurrence. Newton's law of cause and effect comes into play here.
When a 100 pound plus fish takes residence on a particular spot on a reef or structure as a Goliath Grouper does, they become the top of the food chain in that area and all other species diminish. Once that happens, the Goliath moves to a new spot and the chain starts over. The Goliath Grouper is an oportunists and feeds on anything and everything in the area such as lobster, other fish, crustaceans, and even small sea turtles.
The population of the Goliath Grouper must be kept in balance to secure the population of such other species. Much like the return of the American Alligator, we are seeing the same event taking place with Goliath Grouper. Shortly after the population of the American Alligator rose and they were taken off of the endangered species list, a quota type of hunting was put into effect to help keep the population to escalating numbers. This is what needs to happen with the Goliath Grouper. A lottery or quota style of permit or tag(s) would ensure they are not over fish and would keep a healthy population of both the Goliath Grouper and all other sea life at a desired number.
