save Anao's dogs

Anao is a place in Lagawe, Ifugao here in the Philippines. In one of its mountains where people gather from time to time to commemorate the death of a relative or to celebrate an occasions. I have been there 3 times and every time i go there, i see 20-25 dogs malnourished, has skin disease and the ribs and bones in their tails are showin. There at least 4 dogs that are healthy. But most of them need urgent care. We do not have animal police here or a shelter. I want to help them, but there is nothing i can do but to give them a bit of my food any chance i get. The people living on the mountain has food supply. I once asked them whose the dogs were, i assumed it was the people's dogs living on the mountain, but they were not. Nobody owned the dogs. I guess they went there ecause its where they would find food. The dogs are not neutered or spayed. I saw at least 5-7 puppies there, malnourished and shaking. Please help these dogs.
