No visitation to fathers that do not pay child support support

My name is Angela Freel and I live in Louisiana. For the past year and a half I have been in a custody battle with my daughters' father, Derrick Haskins. To make a long story short, he was ordered to pay child support in the amount of $495.20 every month and I was ordered to give him visitation every other weekend. Needless to say, I have kept up my end of the bargain but he has not. If I do not allow him visitation then he calls the cops and I will still be demanded to give the children over to him. The law says that I have to.  He is currently $4670.00 behind on child supprt. He made a payment of $155.00 on the day of October 15. The payment before that was $12.07 on May 29 for 2 little girls.  Now why is there a double standard? Why am I required to give visitation but he is not required to pay the child support?             
We the undersigned are tired of so called fathers getting something while we (moms) get nothing. As mothers we are taking on double responsibility. All we are asking for is a little help.  Thank you for taking the time to sign the petition and I appreciate your help on this very common and seemingly unimportant issue.
