Animal abuser's should not get off with a slap or fines

my petition is for those animal lover's like myself who would like to see the
abuser's of animals face the law as the abuser's and murderer's they are, in most states the most a abuser gets is a year or a fine. If you ever seen the animal planet  and the ad's they have it's a shame, Animals depend on us to
take care of them.and we depend on them for love and comfort and as companion's if people can not efford to keep them they should give them to a rescue or a family who will care for them, The problems with the animal shelters want money to surrender a pet. to save a life you must be willing to take a animal out of  harms way. i would like to start a orginization to help these shelter's stop charging so much money to surrender and adopt an animal.i have 14 cats and 4 birds and a dingo., they all get along and i love them all the same i am going to try my hardest to stop the madness and help all the animal's find loving homes so please help me make this a reality  thank you  paula jazylo
