Verdicts during Jury Deliberations in California Courts are notorious for being influenced by members of the jury during the deliberation process by methods of intimidation, for purposes of expediency, or to voice personal feelings, ignore stiriken testimony and /or promote other forms of pursuasive bullying, that result in verdicts being speedily reached, or facts being distorted to meet unlawful and often biased opinions. This Senate Bill would allow a videotaped review of Jury Proceedings to assure that Jury Instructions are being followed to the letter of the law, and that no undue or unwarranted interference serves to sway or influence a jurors verdict. This videotape can be implored by the defense as an opportunity to review questionable verdicts along with the prosecution and judge to monitor compliance and would be available only to courts holding jusrisdiction of proceedings and would not be available to the public nor made part of any Public Record. This Senate Bill will as well reduce the number of appeallable issues presented to the higher court of jurisdiction.
