Petition for a No-Kill Mandate

We, the undersigned, request that Mayor Michael Nutter and Philadelphia City Council enact a law that will stop the killing of cats and dogs as a means of population control in Philadelphia.

Any future animal control contract awarded by the City of Philadelphia must require a comprehensive plan to phase-out the killing of treatable and healthy cats and dogs and make Philadelphia a No-Kill city by 2018.

In response to last week's announcement that City Council is launching an investigation into the Mayor's office and health department over allegations of cronyism, possible corruption, and a wrongfully awarded contract with the Pennsylvania SPCA, the Citizens for a No-Kill Philadelphia is blanketing the city with a "No-Kill" petition. This petition advocates the creation of a law to phase out killing animals in shelters by 2018. The most widely accepted definition of No-Kill is a community where all healthy and treatable animals are saved. An estimated 12,000 cats and dogs die in Philadelphia shelters each year.
