Put development on SD to release a major SD update.

Dreg has only done minor improvements that haven't improved SD activity wise.

The SD appeal has lowered and It is almost to a point where SD will strike.

If Dreg does releases a proper update to SD that helps activity wise then it can help check off one major department among the many that needs help.
