Coast Guard Auxiliary Volunteer Department

We should open the Coast Guard Auxiliary as an all volunteer department in SACRP. The duties of the CGAUX are as follows: boating safety and licensure, rescues, distress calls, enforcement of safety violations, penal water violations, safety patrols, beach patrols, disaster response, minimum law enforcement involvement.

This department would allow for civilians and LEO alike to engage in a meaningful use of their spare time on the server. There would be no time requirement, and no duty requirement besides weekly check-ins to ensure the roster stays up-to-date. Criminal history is irrelevant and membership is welcome to all. Violation of our policies however, may result in removal from the Auxiliary.

The Auxiliary would not count as a "fully whitelisted" department, so this opens up an opportunity for everyone to dip their toes in the waterways, without needing to join a whitelisted department.

Coast Guard EUP already exists in GTA by default, so minimal effort would need to be put in development wise. We would simply need liveries for existing vehicles, and a spreadsheet roster.
