Remove noisy annoying irrigation pump

An irrigation pump has been installed behind lot number 89 and 90, it constantly turns on and off In cycles. It’s difficult to entertain in our backyards, it also disturbs hour sleep. They have made efforts to silence the noise but it did not work it’s just as noisy.
The only solution is to have this irrigation pump relocated to another area away from the homes.
