Fair Rental/ Anti-Slumlord ACT. Fair Rental Pricing for Housing rentals /Units

In Georgia, and many othe states, The prices of housing rentals are extremely too high. Places that are in "Low to Moderate income" areas are overcharging to stay in the area. Causes for concern are as follows

Getting Rid Of "Risk Fees" and Non Refundable application fees.

Lower the amount of " Admin Fees" to 1/10 of the amount of the unit you're interested in renting.

Most Rentals are over $900+ for a 1 bedroom home
2 Bedroom homes are $1100+ And so forth.
Most of these areas have outdated buildings, as well as latent Defects inside the rental, along with the general outside appearance of the Rental that makes the Rentals well below what they should be worth.

I propose that properties use a "Blue Book Value" approach to Rentals , Depending On multiple factors that include, but are not limited to:

Size Of the unit
Age Of the Unit/Rental Property (EX building built in 1929)
Area in which the Property is located (5-10 Mile radius)
Appraiser/ surveyor to check quality of building and Complex to help determine true cost of rental

Previous Damage not completely Fixed (IE, Water Damage, Leaks, Mold, Infestation, etc) 

Once all of these factors are factored In you would come up with a system to create a Fair Rental Rate

For Example

Appraiser/Surveyor Rates the Buildings On a Grade Scale A to F

Age of Building is rated from A to F

Area where Rental/Building is located is rated A-F

Previous Damages A-F

the Median Grade Should dictate how much you should pay

Grade A 1 Bedroom $900+. 2 bedroom 1100+

Grade B 1 Bedroom $ 800+ 2 Bedroom 1000+

Grade C. 1 Bedroom No more than $700.
2 Bedroom No more than 900.
Security Deposit no more than $700

Grade D 1 Bedroom No more than $600
2 Bedroom No more than $800
Security Deposit No more than $500

Grade F 1 Bedroom No more than $500
2 Bedroom No more $600
Security Deposit no more than $400

This was just an example model, but I feel something like this will not only help Citizens pay a fair price, In regards to where and what they stay in, .This will also put a stop to Slumlord overcharging and not fixing damaged areas or items in the home. This will also combat Gentrification in certain Areas
