Fencing to block residential neiborhood for new commercial business

Hi my name is Montgomery C. Ortiz. I am opening a new business (pre owned car lot) in the location of the old granite city car wash.Granite  City code states a commercial business has to have an 8ft. fence that offers privacy to home owners in the residential area. There is currently a metal cyclone fence at back edge of former granite city car wash property and residential . What i am proposing is to covert existing fence so that it will meet city code. my goal is to bring small business back to our great city and by not only offering jobs in the future but reliable transpertation for a fair price.
