Demand Hunting and Fishing license expire date of purchase

Why does Tennessee's fishing license expire at the end of Feburary. if i wanted to go trout fishing in January and I do not have a license i believe it is a waste of money to buy one that expires at the end of Feburuary I personally believe the Law should be amended. Mississippi, Arkansas and Kentucky all have hunting and fishing license that expire the date of purchase, Why Can't Tennessee di the same?
