Per Capita

We ,the undersigned call on the Tule River Tribal Council who government to make the the discussions of Per Capita payroll more transparent and accountable. We demand that conflicts of interest be removed.
Business day ends vs. weekends. Tribal Council are our Community servants. Voters and enrolled members were informed if the 1st of the month starts on the week end,the payroll will be issued the last business day of that week. Although this don't apply to all,due to some having direct deposit,etc.
Our Tribal casino profits is for the members gain, but can more show for the business of our communitys gain. Which at some points only at the Tribal enterprises knowledge.
On the the need to a solution which will only serve to benefit your people and their interests. Those of you who have been elected has earned the trust and Goodwill of his people. Being checks issued is not just based on a Tribal council's decision,we are all equal shareholders to casino profits. With the tribe as an unity,not individuals decision.
In future payroll establish a resolution for this to be reminded why per capita systems dicates Tribal election results and causes recalls and referendums. The Tribal fiscal policy and directly impacts Tribal budgeting.
For many of our people they buy food,pay heating,make payments or buy cars,open savings accounts. These monies are Indians Individuals Accounts, and shown support on this topic with a sign on signature below.
We support the efforts of the Council to increase transparency,enhance accountablility and remove the conflicts of interest to reason the issuances of individuals per capita checks. Simply to adjust to issue anytime before the first of each month,not after the first of the month.
