Make littering and illegal dumping a harsher punishment..

People seem to think it's ok to litter..people dump illegally..because it's not considered a major crime..it should be.. my solution is start making littering worse than Jay walking or speeding. How about inforcing a law that makes any kind of littering or dumping a major crime.. .punish offenders by making them do work project.. cleaning up the same thing they got caught doing..make the first offense do 6 months of work project.. twice a week until done..make repeat offenders do 1 year 2 days a week.. plus make them responsible for the hole crew.. so if jobs not done correctly.. they will stay longer..even make the law cover parking lots in shopping malls.. everywhere.. how about do DNA testing on cigarette butts and if caught tossing out your butts.. you pay the cost of DNA and do work project..
