Central Avenue Crosswalks

I'm a Salinas local and a Harntell College student many times crossing the street in the crosswalk from the parking garage to Archer Street after getting out of a night class cars don't stop or speed pass. Within the pass two weeks myself and a fellow student have almost been hit by five cars, while I was waving my phone light so that the drivers can see us. Two of the five time the cars were actually at the stop sign and once we started walking the literally started driving and came 3 inches of hitting us. I'm would like to see the city put in a lighted cross since Central Avenue is a high traffic area and residental lower the speed limit.
