My name is Erika Elizabeth Salinas and I am the advocate for by brother, Julio Cesar Villarreal. He can no longer speak for himself but I will be his voice! On Sunday, April 22, 2018 my brother was murdered by Feliciano Avalos Jr in plain daylight in his own neighborhood. Avalos stabbed my brother on his leg while he was running through the side walk. The stabbing was so deep and deadly that my brother was not able to get any medical help to stop the bleeding. This led to the passing of my brother in front of his own home. The concern is "why was this criminal allowed to walk the streets" after having a long criminal history of 33 charges which includes 4 felonies. This include possession of marijuana (approximately 10 times), terroristic threat (four times including threats of aggravated assault and murder), assaulting a police officer (twice-McAllen and Pharr PD), resisting arrest, assaulting a family member (three times), theft of property, etc. Additionally, neighbors had also complained to Pharr PD about the man's aggressive and abhorrent behavior on more than 50 occasions but nothing was ever done to protect the community where my brother and his family lived. When my brother was murdered, Avalos was free on bail with five misdemeanors still staring him in the face and an apparent arrest warrant on the day of the crime.My brother's life was ended with absolutely no regard to how this would affect his mother, siblings, friends, coworkers, nephews, nieces, and worse, his 8 month pregnant wife along with his three girls ages 6, 5, and 2! This grief and trauma is like no other! Our family will forever be incomplete! His daughters and wife await his arrival from work every day and it is an agonizing pain not see their father. My mother's heart aches on a daily basis knowing that her youngest son will not be checking in with her like he did each day. Julio was only 32 years old; he will never see his daughters grow-up, graduate from school, get married, and he will never get to meet his baby boy that he so desired!!!I, along with his mother, brother, aunts, uncles, nieces, nephews, cousins, friends, and co-workers are asking for Feliciano Avalos Jr to be prosecuted to the fullest extent of the law! Avalos has made a career of committing acts of violence against people without any consequences. It took my brother's death to finally lock-up a criminal that should have never walked the streets of my brother's neighborhood. WE WANT JUSTICE FOR JULIO "JULIUS" CESAR VILLARREAL!!!
