Petition to charge both teens equally for bomb threats on Helena schools

I am doing this petition to get the county atty Gallagher to prosecute the Helena teen the same as Calif teen for bomb threats made on Helena schools.. The threats caused several elementary children to have nightmares and fears.. For some reason they are charging one of the two teens with three felonies and extraditing him to Montana, but the M,ontana teen isn't being charged..
