Legalize a prostitution within California

Hundreds of dollars goes to neighboring states. There is no control over HIV, no taxation and no real effective legal procedures. We the people of California demand to get along with Germany, Netherlands, Japan and other prospering nations and to legalize a prostitution and brothels which will solve tons of issues in our society!!!
