Making Victims of Crimes to feel like Perpitrators

Looking to request that the House of Representatives and Senate to change laws to protect victims of crimes (i.e. Vehicular Assult, assult, Rape) from being assulted a second time by Defense Attorney's whom represent the actual Perpitrators of these crimes.  When going through court procedures the victims are made to feel as if they were deserving of the crime against them and that it was the victims fault for the negligence of the perpitrator.
