Stiffen Unlawful Restraint Penalties

Currently, Unlawful Restraint 1st degree is a class D felony and Unlawful Restraint of the 2nd degree is a class A misdemeanor. Increase penalties for Unlawful Restraint 1st degree to a class C felony punishable by a $ 10,000 fine and 10 years imprisonment. Increase penalties for unlawful restraint 2md degree to a class D felony punishable by a $ 5,000 fine and 5 years imprisonment. Thank you.
