Stop placing mentally ill prisoners in Solitary confinement

Prisoners with a mental diagnosis should be place in a psychiatric setting and not in general population and be exempt from solitary confinement. It is the worse psychological torture for healthy human beings and ten times more debilitating for prisoners with mental illness.
