End PPA's daily rape of the working class in Philadelphia

The PPA (Philadelphia Parking Authority) has instituted a boot/tow policy to go back twenty years on parking tickets that has been in/on collection already. The PPA continues to find ways to takie advantage of people with no notices of intent to boot or any indication that they even owe back tickets from two decades. We must stand up and change this policy to gonna futher than five years from the current year just like bankruptcies and statue of limitations.
