Rights for tenants

I have been seeing Peak properties and other companies buying up rental buildings .As soon as they buy them  they triple the rents a one  bedroom that was seven hundred dollar's are now going for one thousand two hundred .As soon as a person moves out not being able to pay the new rent they fix up the place .The people that try to stay do not get their places fixed if they are paying the rent they should have their apartment up dated .
