Demand an end to paying taxes on a vehicle sold 3 or more times

It is ridiculous to have to pay almost $600.00 in taxes on a vehicle that taxes have been paid 4 times already. I am the fifth owner of a 2003 PT Cruiser and it has over100,000 miles on it. I am on a fixed income and really cannot afford to do this. 

Vehicles with exempt odometer mileage or vehicles that have had 3 or more owners should be allowed to pay a minimal amount of tax,  if any at all.
