Out of area reporting

In the specific subject of domestic abuse it's a lot easier for victims to file reports from where they feel safe, not from where the incident happened. There's like a psychological aversion to go back. So victims of sexual assault and battery should be able to report it from where they feel comfortable and the authorities should file the report and send it to the appropriate county.
