Making "non-binary" or "unspecified" available as an option in legal documents

On legal documents, only the terms "male" and "female" are available. This is limiting for individuals who aren't one of those two. Having a third option could be mentally and socially relieving for those individuals. I want to start small, in my state of Maryland.
