Make ONCOR take care of whatever is going out in Grand Prairie TX that makes the electricity go out

My mother lives in Grand Prairie TX and every time it rains, does not take much, the whole neighbourhood looses power. This is neighbourhood is mostly low income or elderly. ONCOR is not fixing whatever it making it go out everytime it rains, this is not during major storms. These people pay taxes. Please, help me get ONCOR to fix the issue.
