To stop and/or prevent animal cruelty/abuse governments, endorse oter animal rights groups that are experienced in animal welfare to enforce the act of parliament known as POCTA .

At present only RSPCA/VICPOL and DEPI ( and in other states only RSPCA?) are endorsed to enforce this act of parliament but under section 18A any person whom the minister thinks experienced can be endorsed and that would include the main animal welfare that probably have more experience than the noted ones! It would also stop the endless statements from the authoritive agencies blabbing ''no resources, no manpower, no money''. Makes sense to utilise this section to combat cruelty.
