US Government and Congress: Please Pass a Law Requiring that ALL Dog and Cat Carers Have Their Dogs and Cats Spayed and Neutered When They are Old Enough Unless They Have Either a Proper Breeding License or a Medical Reason Not To!!!!

Approximately 2.7 million dogs and cats are killed in US shelters. 5,500 shelter dogs are killed every single DAY in the USA. 45% of shelter cats are killed.
According to No Kill Advocacy Center, it is not an overpopulation problem, but rather a market share challenge. However, mandatory spaying and neutering (with only the exceptions mentioned) may still greatly reduce the numbers of dogs and cats ending up in shelters and rescues and being killed.
The USA once had a proposed new law that would have required every dog carer except for licensed breeders to get their dog spayed/neutered. It was stopped by breeders. This time, please propose and draft the new law and do not back down. Stand your ground and make sure that it is passed as law for the whole USA!!!
Spaying and neutering also has health benefits. It can prevent female dogs getting ovarian cancer, and male dogs from getting testicular cancer. It can also prevent dogs from roaming and fighting, keeping them safer from injuries and death.
It can also reduce behavioural problems. It can sometimes reduce aggression and marking, making people safer from dog attacks and bites and cat attacks and bites. Requiring spaying/neutering (with only those exceptions) could reduce the number of dog bites and attacks. This law could be an alternative to banning specific breeds and types like pit bulls and even prevent phobias of dogs and cats from being formed due to the prevention of bites and attacks.
Please, please do the right thing and require that all dog and cat carers in the USA spay/neuter their dogs and cats when they are old enough, unless they have a proper breeding license and/or there is a medical reason not to.
