The community of unincorporated Miami Dade known by its neighbors as Tresulee - consisting of 446 acres with over 2,500 mostly single family housing and with a growing number of residents - formally petitions that our trusted officials reevaluate any consideration for approval of the zoning boundary change for property 103 NE 115 STREET, as requested by Applicant (BARRY UNIVERSITY)

Our community embraces growth and change and is invested in being active collaborators with Barry University and Miami-Dade county in creating mutually enhancing strategies that strengthen the ties between our diverse populations. We believe that a collaborative effort will bring about a positive change that can increase property values, strengthen neighborhood/community identity, and thus positively impact student enrollment.

We support Barry's expansions, but in order to be in agreement with their proposed zoning changes we believe the following issues need to be addressed:

TRAFFIC:
We have observed a lack of action by Miami Dade County planning, transportation and public works committees to propose, initiate and execute a solution to this community increasing traffic issues. A change in zoning at this address would exacerbate our already existent traffic flow issues.
We therefore urge our county representative to take action on our appeal and provide the following as a condition of applicant approval:
* We are requesting the closure on the western end for residential streets such ‪NE 111th Street‬ and/or any nearby roads that connect NE 2th Ave to NE 6th Ave. Often these Residential roads are use to cross through between Avenues and has only increased since the recent expansion by Miami Country Day School. General traffic should use 103rd, 123rd or 125th Streets. Our community is concerned with any development that may increase traffic, particularly in regard to the use of residential streets as shortcuts connecting NE ‪6 avenue with‬ NE 2 avenue.
* Reduce speed limit to 20 MPH. Our community doesn't have sidewalks. We have witnessed multiple accidents where speeding cars have plowed into private property, causing damage. More importantly, there have been fatalities. This causes our community great concern.
* Create Green lanes along the outer edges of streets to give a safe place for pedestrians and cyclist. We are a destination where bike riding and walking are a significant means of movement/displacement – whether for leisure or primary transportation. We also have children at play who are at risk.
* 4 ways stop signs
* Roundabout medians where necessary.

* COMMUNITY CONCERNS AFFECTING PROPERTY VALUES:

Barry University is an anchor institution in our community and we would like to ensure a solid, mutually reinforcing partnership with them. We firmly align with Barry University's interdependent mission statement which states that they espouse an Inclusive Community, Social Justice, and Collaborative Service. As their neighboring community we therefore request:
* Green Spaces: A marked increase in hard surfaces and a decrease in trees/plants negatively impacts property values and overall quality of life. We would like to ensure that there is a clear, consistent and enforceable plan regarding green spaces for both this and future projects.
*  A strong improvement in the upkeep of the university's current and future properties. We have noticed that the university's properties in Miami Shores are very well maintained whereas the the properties in Miami Unincorporated area - particularly those along NE 2nd avenue – are in disrepair.
* A joint partnership with our community in addressing crime and safety issues (particularly along the NE 2 Ave. corridor), that involves a proactive plan regarding police engagement and other crime-fighting strategies.
* Parking: We would like to know how the re-zoning will accommodate the increase in parking needs; a clear framework for current and future projects is needed. 
* Disruptions: We would like to have a clear time line and description of the disruption of utility services, parking of commercial vehicles, etc.
