The mayor of  Santa Cruz do Arari county, Marcelo Pamplona, is accused to pay R$10 (a little less than US$ 5) to each inhabitant to catch the dogs and kill them.  On the first day of the act, over 300 dogs were caught and disappeared.
The mayor denies the accusations, but locals declared to have seen dead dogs floating on ponds and rivers. A local citizen, tried to show the world what has happening ther and dared to tape images of the atocities. He was hit by a group of men saying that that was just a "reminder from the neighbor". The same guy had his dogs stolen and killed.

Animal Cruelty is a crime in Brazil (Article 64 of Brazilian Criminal Code) - but it has to be obeyed.
