TAKE A STAND and DEMAND a YES VOTE on SB-518 in Support of Crumbling Foundation Victims! It's time the insurance companies PAY UP!

Over the course of approximately 30 years, JJ Mottes, a concrete company based out of Stafford, CT, poured foundations for businesses, single family homes, condominiums, septic tanks, pools, schools, etc using faulty concrete. The aggregate material used to make the concrete contained an excess amount of a mineral called pyrrhotite. Pyrrhotite reacts with water and air and can cause concrete to crack and break down.

The defective aggregate mix was supplied by Beckers Quarry based in Willington, CT. The quarry was in operation from 1983 - 2017. Although *only* approximately 5,000 homeowners have notified the state that they have crumbing foundations, it is estimated that 34,000 homes in eastern CT are at risk. Signs of pyrrhotite damage can take upwards of 15 or 20 years before it shows up. Since the quarry was operational until 2017, homeowners in eastern CT may be dealing with this issue well in to the 2030's! JJ Mottes concrete is out of business and is not accepting any responsibility for this issue.

The state Department of Consumer Protection was aware of numerous homes with failing concrete foundations in 2003 however they did not investigate the issue and they did nothing "protect" or warn consumers! Around the time when the state became aware of the crumbling foundation issue, the insurance companies conveniently petitioned the Insurance Commissioner to change the language in homeowners policies to EXCLUDE coverage for failing foundations.

The only remedy for a "crumbling foundation" is a full replacement. The cost to replace a foundation depends on the size/footprint of each home, however the costs typically range from $150,000 - $200,000+!

The proposed bill (SB-518) will hold the insurance companies accountable and provide the affected homeowners with assistance to replace their foundations.

EVEN IF YOU DON'T have a crumbling foundation YOU ARE STILL A VICTIM! This issue is an epidemic which is affecting many towns and the state as a whole. Homeowners are fleeing their homes due to safety issues and because they are unable to afford the $150,000+ cost to replace their foundations. Homes are going into foreclosure, causing property values in the area to decline. Affected homes are dropping off the tax rolls, which has a negative impact on town budgets. Local municipalities and the state may wind up having to pay to replace foundations for buildings they own. That cost will be passed along to the residents.
