Should a person live in the district or city limits that they are seeking to hold office? If yes, sign this petition.

Should a person running for a political office be required to live (main home) in the district or city limits that they are seeking to hold office? If you believe that they should, please sign this petition. 

The Hammond City Council is in the midst of doing a review of the City Charter. Last year a committee was formed to review the charter and make recommendations to the council.  According to the meeting minutes and video, the committee had a short discussion on this issue and moved on.

While we appreciate the volunteers that served on this committee, this petition in no way indicates anything negative about them. Many people were not able to attend these meetings to give input, but it is not too late for the citizens to give input.

One of the items that come up each election is should a person have to "live" in the district in which they want to represent. The Hammond City Charter uses the word "reside" or "residency." "Reside" or "Residency" does not clearly say that a person must be Domiciled in the district or city limits. The term "Domicile." makes it very clear.

Domicile means- Your permanent place of residence. Simply put, your domicile is your home—the place you consider your permanent place of residence. You can have more than one residence but only one domicile.

This petition is to show the council that the citizens of Hammond support this change in the charter. Neighboring cities such as Mandeville and Covington have Domicile because it makes it very clear.
