Protect Colorado’s Wetlands and Streams

Healthy wetlands and streams are vital to the well-being of birds and people. Colorado's new wetlands permitting program, Regulation 87, will determine how—and if—the state protects the wetlands and streams that birds, people, and local economies depend on.

Birds like the Belted Kingfisher need healthy wetlands and streams and will be directly affected by the outcomes of Regulation 87, which impacts the very foundation of habitat for kingfishers and countless other birds.

After the Supreme Court's Sackett v. EPA decision dramatically rolled back federal protections for wetlands, it's now up to Colorado to defend these vital waters. Strong rules mean cleaner drinking water, healthier river corridors, and safe havens for herons, kingfishers, and other birds that rely on these habitats. Weak rules could open the door for increased destruction and pollution of wetlands and streams—some could be lost forever to development.

This is our chance to speak up for our waters, birds, and communities. Sign the petition and tell the Colorado Water Quality Control Commission to adopt strong, science-based protections under Regulation 87.

I join together with all signatories of this petition to urge the Colorado Water Quality Control Commission (WQCC) to adopt a strong and enforceable Regulation 87 that:



  • Fully implements the bipartisan state law to protect all state waters — including rivers, streams, and wetlands — that sustain Colorado's people, wildlife, and economy;

  • Provides comprehensive protections without expanding the exemptions or exclusions agreed upon in the legislation;

  • Ensures the Colorado Department of Public Health and Environment can consider the public interest broadly, including economic, ecological, cultural, recreational, and public-health values tied to clean and flowing water; and

  • Strengthens Colorado's resilience to drought, flood, wildfire, and climate change by safeguarding natural ecosystems and watershed functions we all depend on.


Colorado's waters sustain all of us — our communities, livelihoods, farmers, ranchers and the birds, fish - and wildlife that depend on them. We call on the Commission to adopt a comprehensive Regulation 87 that upholds the law's intent and protects the waters of the state for generations to come.
