Urge Secretary Rice to Stop Panama's Capture of Wild Dolphins

This petition is to urge the U.S. Department of State to put pressure on President Martin Torrijos of the Republic of Panama to reconsider legislating or allowing the capture of wild dolphins in the waters of Panama, particularly Dolphin Bay, for aquaria.
We, the undersigned, urge the U.S. Department of State to pressure the Republic of Panama to reverse its decision to allow the capture of wild dolphins for aquaria in their national waters. These captures are cruel, inhumane and often result in the deaths of the dolphins. Accordingly, we urge the Department of State, in particular Secretary Condoleeza Rice, to engage Panama to change its position, and pass laws preventing the capture of wild dolphins rather than legislating for the legality of these captures.
