Legalize and Regulate Opium for Ceremonial Use and as an Alternative to Methadone to Treat Opiate Addiction

Opium can be regulated much easier than it's derivatives.
Regulated legalization is absolutely necessary.
Ceremonial use: I am suggesting we call for legality of monthly ceremonial use for anyone old enough to consume tobacco. Advancing to legality of semi-monthly or weekly use could be the next step if collectively agreed upon based on results, but I refrain from setting such expectations for this petition.
Ceremonial legality of opium, I believe, would reduce the incentive for moderate recreational drug users to resort to problematic street and/or prescription drug use.
Opiate Addiction Treatment: My suggestion is, for the first month, we allow addicts to visit their clinics as often as necessary for opium to substitute their addiction. Clinics would be responsible for reducing their patients' treatment frequency until abstanance or strictly ceremonial use is achieved. The time limit on the treatment programs should be determined by collective agreements.
