Tell California to Ban Cosmetics Tested on Animals

The time has come to end animal testing for cosmetics. Animals should not suffer in toxicity tests for the next scented hairspray or wrinkle cream. Contact your Senator now to ask them to vote YES on SB 1249.

The Cruelty-Free Cosmetics Act, SB 1249, is on its way to the state Senate floor. The bill, sponsored by Senator Cathleen Galgiani (D-Stockton), the Physicians Committee, and Social Compassion in Legislation (SCIL), would make it unlawful for any cosmetic manufacturer to import or sell any cosmetic, including personal hygiene products such as deodorant, shampoo, or conditioner, in California if the final product or any component of the product was tested on animals after Jan. 1, 2020.

California residents, your continued support is critical to making this bill a law. Please contact your state Senator and ask them to vote YES on SB1249.

I am writing to communicate my support for SB 1249, the California Cruelty-Free Cosmetics Act, and to ask you to vote YES on this bill.


Animals should not suffer in toxicity tests for the next shampoo scent, wrinkle cream, or shade of lipstick, whether it's here in the US or abroad. Multiple polls show that US consumers support ending animal testing for cosmetics, and a 2015 Nielsen poll found that "not tested on animals" was the most important consumer packaging claim for respondents across all age groups.


Fortunately, there are many "cruelty free" cosmetic brands already on the market today and many international companies have converted their testing methods to comply with the European Union's standards.


Nonanimal approaches—including engineered 3-D human skin tissues and other types of cells and sophisticated computer models—are cheaper, faster, and can better predict human reactions. In addition, companies can utilize the hundreds of thousands of ingredients for which safety data is already available.

It is time for us to say, once and for all, that cosmetics should no longer be tested on animals for any reason, in any country, and as a California resident I support making California the first state in the country to end animal testing for cosmetics! Please vote YES on SB 1249.

This week, the California Senate passed the California Cruelty-Free Cosmetics Act (SB1249). The state is one step closer to becoming the first state in the U.S. to ban the sale of animal-tested cosmetics. The bill will now move on to the Assembly. Thank you for taking action on this issue.
