ETS has become a monopoly in evaluating someone's English as a foregin language.
Their grading system is very inconsistent. If the same person takes the test on different days, his or her score can be significantly different. I know first hand that, students have got lower scores when they performed better in the test. One time they might skip one speaking section and get 23 and next time they cover every section eloquently and get 17.
You cannot even request re-evaluation of your speaking and writing grade if you have sent your grade into institutions. If you haven't you will be charged $80 for regrading.
ETS must give test takers feedback so they don't have to take it so many times each for $200.
