Commemorative license plates will not be manufactured until the Georgia MVD receives at least 1,000 applications. If one thousand (1,000) applications and the associated manufacturing fees are not received at the end of the two year application period, the Organization (ATAC) is required by law to refund all manufacturing fees received by the submitters within 30 days preceding the end of the two year application period.
