Change unfair 2-3 dog by-laws!!

Here in southern ontario it is almost impossible to have more than 2-3 dogs even in country or rural areas--the laws are very restrictive in regards to dogs--in the country a person can own livestock etc but still only have 3 dogs--It makes no sense to be restrictive in rural areas and villages where there is plenty of space--If the dogs arent a nuisance and are well cared for there shouldnt be a problem--Please help alleviate the amount of dogs being euthanized by changing this unfair practice of 2-3 dog by-laws in sourthern ontario--What happened to the concept of a free country?
