Changing Texas Laws to protect under age children from abusive parents

It has come to my knowledge by watching the news that the state of Texas, always favors the mothers in cases of abuse or neglect. The law states that when children are removed from the sole conservator by child protective services, that the sole conservator only has to take a few hours of different types of classes in order to get the children placed back with them. Even when there is fathers or other relative that are capable and willing to take full custody of the children, Texas law always leans toward the mother. The laws in the state of Texas needs to be looked at and changed due to the numerous amounts of filed child abuse cases where minor children are given back to the sole conservator and are serverly injured or killed. These minor children dont have a voice unless we as adults speak out for them.
