ELIMINATE EXEMPTION TO CALIFORNIA'S USURY LAW

I have various internet sites/people who have tried, with no success, to prohibit financial institutions from exemption of the California usury guidelines.  I am in the process of  filing a report with the CA Dept. of Corporations and am now seeking a legislative venue to petition a bill. 
 
The issue of their collection techniques and their harrassing customers does not appear to be an item that can be corrected within the boundaries of law; however, the fact that they charge 96% interest is an item that needs to be curtailed.  According to CA law, financial institutions must comply with CA Usury Laws (California Corporations Code, Sections 25116, 25117, 25118).  These laws prohibit excessive interest - CashCall is exempt.  We are going to try to change that!
 
If you have any questions, please feel free to contact me directly.  Hopefully, we will be able to start petitions all over the state (CashCall is a national organization) and get the laws changed for others who have fallen victim to their ruthless tactics and crippling interest.
